Конституционный принцип, предусматривающий контроль гражданских властей над военными как гарантию незыблемости республиканских институтов. Контроль осуществляется путем назначения Президента страны [ President, U.S.] Главнокомандующим Вооруженными силами и предоставления Конгрессу США [ Congress, U.S.] права финансирования Вооруженных сил не более, чем на два года вперед, права введения военного положения, объявления войны и др. Предусматривается также, что Министрами обороны, армии, ВВС и ВМФ [ Secretary of Defense, Secretary of the Army, Secretary of the Air Force, Secretary of the Navy] могут быть лишь гражданские лица, что создает дополнительные условия для контроля за деятельностью военных

Гражданское должностное лицо, руководящее деятельностью Министерства обороны [ Department of Defense, U.S.]; назначается президентом США "по совету и с согласия" [ advice and consent] Сената [ Senate, U.S.] и является членом кабинета [ cabinet]. У министра есть первый заместитель [deputy secretary], ряд заместителей [ Undersecretary] и помощников, возглавляющих функциональные отделы. Министру обороны подчинены также три военных министра: министр Армии (Сухопутных войск) [ Secretary of the Army], министр Военно-морского флота [ Secretary of the Navy] и министр Военно-воздушных сил [ Secretary of the Air Force], а также председатель Объединенного комитета начальников штабов [ Joint Chiefs of Staff]. Министерство создано в 1949 на основании Закона о национальной безопасности [ National Security Acts of 1947 and 1949] и поправок к нему.
